Essential Reminder: Update WiMAX Forum Certification License Fee Cap Policy is now in effect

WiMAX Forum announced new licensing fee policy on November 3, 2009. Vendors have to be aware that this update policy becomes effective immediately.

WiMAX Forum Certification License Fee Cap Policy

  • Any vendor will now have an option to either pay a fixed $10,000 fee for all units shipped or to pay $0.25 per unit shipped capping at 60,000 units. The licensing fee for base stations and reference designs remains at the fixed $10,000 rate.
  • Reduce from $3,000 to $500 fee to be entered into the product registry for subsequent listing of a product that gets recertified.
  • No additional licensing fee for multi-mode devices (i.e., multimode = WiMAX / Wi-Fi, WiMAX/3G)

Essential notice for CCC application

CQC (China Quality Certification Center) has new statements for CCC application.

1. Applicant shall, before the test report is arriving CQC, deliver the complete and accurate application materials to the engineer in charge per the "List of Application Materials that shall be submitted to CQC". If CQC can not get complete application materials before getting the test report or the materials are not complete, the assessment engineer can assess other application with complete and accurate application materials first. The application that is required for resubmission will be assessed in turn in the defined working days and no interleaving will be accepted.

2. CQC has cancelled the requirement that the trademark has to be shown on the label. Thus, applicant should check whether manufacturer/factory information is shown on the label or not. Applicant shall provide the photos of the package to testing organization if no such information shown on the label.

IECEE announced that a specified transition period is needed for the full implementation of BATT IEC 62133

In order to minimize the impact on Batteries and System manufacturer when implementing IEC 62133, IECEE proposed a 2-year specified transition period. Vendors shall follow the schedule when evaluating and verifying the safety of Battery Pack and Cell.

Transition Period Requirements
Now to 25th June 2010 IT and office equipment (OFF) has to follow DSH 616A .Battery cells tested to the UL standard 1642 shall be accepted without additional testing.
26th June 2010 to 26th June 2011 Battery cells tested to the UL standard 1642 must be subjected to additional testing on identified differences to ensure compliance with IEC 62133.
After 27th June 2011 Batteries must be tested and certified (and accepted) according to IEC 62133 only

The changing of Korea Customs Clearance law: ITE shall show product certificate when importing

According to the Custom Act NO.2009-115, vendors might need to provide KCC certificate to help their ITE products clearing South Korean custom from January 2010.

Korea Custom Service (KCS) announced Custom Act No.2009-115 on October, 2009, and it will be implemented as of January, 2010. According to the Custom Act No. 2009-115, any certified ITE equipment by Radio Wave Act (RWA) shall show its certificate at Korea Customs Clearance site, or Customs clearance officer will check with their own database whether it has been certified or not.

However, KCC has not linked their database with KCS yet, so it would be inevitable to show copy/original KCC certificate on every shipment imported to South Korea. Due to this inconvenience, KCC may amend Radio Wave Act soon.

Extension of ecodesign for the Energy Using Products (EuP) European Directive to the Energy Related Products (ErP)

Directive 2009/125/EC on ecodesign requirements for energy-related products published in OJ the 31st October 2009. There is not much difference between these two directives.

On 21 October 2009, the European Parliament and the Council adopted the Directive 2009/125/EC establishing a framework for the setting of ecodesign requirements for energy-related products (recast). The new directive extends the scope of the Directive 2005/32 on Energy-using Products by covering Energy-related Products. The Directive will enter into force the 20th November 2009.

The change of scope should lead to the definition of new categories of priority products and to the realization of new preparatory studies. This will improve the energy and resource efficiency of a much wider range of products and reduce demand on natural resources, contributing to the security of energy supply and to the achievement of greenhouse gas emission targets in the EU. At the same time, economic savings for businesses and end-users can be expected.

The ErP Directive not only concerned about the power consumption but also shall ensure that a TDF of the product's compliance with all the relevant requirements of the applicable implementing measure and environmental impacts considering the whole life cycle of products.

The manufacture will prepare the Technical Documentation File to be compliance the ErP Directive. The file must contain:

  • a general description of the product and of its intended use;
  • the results of relevant environmental assessment studies carried out by the manufacturer,
  • the ecological profile, if required by the implementing measure;
  • elements of the product design specification relating to environmental design aspects
  • a list of the appropriate standards and documents
  • the information concerning the environmental design aspects of the product
  • the results of measurements on the ecodesign requirements set out in the applicable implementing measure.

China Announces 5th Group of Products to Require Energy Efficiency Labeling

China has formulated its Catalog of the People's Republic of China on the Products to Be Attached with Energy Efficiency Labels (Fifth group) to include four additional regulated products along with implementation rules. The new regulated products include

  • Electric Rice Cooker,
  • A.C. Electric Fan,
  • A.C. Contactor, and
  • Displacement Air Compressor.

The labeling requirements for the fifth group take effect March 1, 2010. There is an exception for goods produced or imported before March 1, 2010 that allows postponement of the energy efficiency labels until March 1, 2011.

In addition, the labeling requirements for household refrigerators (first group) are revised at the same time.
