Congratulations: 2nd WCB at Bureau Veritas ADT
WiMAX Forum reported in June that Bruce Shiau of Bureau Veritas
ADT has been accepted as a full member of the WiMAX Certification
Body (WCB). Now, Bureau Veritas ADT has 2 WCBs and can support manufacturers
to certify their products more quickly. Bruce Shiau has a 4-year
experience in WiMAX Forum & regulatory testing / certification
as well as 6 years in EMC & RF field. He is devoted to WiMAX
Forum & CTIA OTA testing / certification now.

The
latest and complete cell phone acoustic conformance test
Bureau Veritas ADT cell phone test capability is equipped with
the latest and complete cell phone acoustic conformance test. By
different test demand, we offer two types of configuration - using
Type 3.2 (LRGP) or Type 3.3 (HATS with Hard and Soft Ear), to perform
completed GSM & W-CDMA's Acoustic Conformance Test. Please contact

WPA2 Testplan version 1.11 replaces version 1.10
According to the ECN #196 of Wi-Fi Alliance, the WPA2 Testplan
version 1.10 is replaced by the WPA2 Testplan version 1.11. For
the next 90 days, until September 28, 2010, either test plan may
be used. As of September 28th, only WPA2 Testplan version 1.11 may
be used. The following changes have been made:
- Section 4.2.3.3: Have change to use Intel 3945 as B station
- Section 4.2.3.5: Have change to use Ralink as G station 2 and
use Microsoft Supplicants
- Section 4.5: APUT Pre-authentication – Use Atheros station
and WPA Supplicant
- Section 4.6: APUT PMK caching – Use WPA Supplicant
- Section 4.12.2: Have change to use Intel 3945 as A station
- Section 5.2.3.2: Have change to use Cisco AP
- Appendix A: Corrected throughput value for S1, MA11, MS8 in
B mode

WPS Testplan version 1.12 replaces version 1.11
According to the ECN #197 of Wi-Fi Alliance, the WPS Testplan version
1.12 replaces the WPS Testplan version 1.11. Some obsolete equipments
were removed and replaced with the latest equipments supplied by
the test bed participants. They are:
- Ralink Certified n AP RT3800DAP2 replacing Ralink AP RT2800PDAP2
- Ralink Certified n station RT3800PD2 replacing Ralink RT5201U
station
- Atheros Certified n AP AR5KAP-0096WFA replacing Atheros AP AP5BAP-0039A
- all NFC devices removed because NFC testing is not supported
at present

802.11n Testplan version 2.0.6 replaces version 2.0.5
According to the ECN #198 of Wi-Fi Alliance, 802.11n Testplan version
2.0.6 replaces 802.11n Testplan version 2.0.5. For the next 90 days,
802.11n Testplan version 2.0.5 may be used and must include tests
4.2.45 and 5.2.52 – to disallow WEP use with HT rates, if used.
After 90 days, by September 29, 2010, only 802.11n Testplan version
2.0.6 may be used.
The addition of these tests are required to conform with the IEEE
standard and the WFA security roadmap. "No WEP with HT Rates" tests
are included in the 11n test plan. They are similar to the "No TKIP
with HT Rates" tests. As of October 29, Wi-Fi Alliance will make
the tests mandatory to pass to obtain the certification.

Wi-Fi Alliance has suspended NFC testing
Wi-Fi Alliance has been publishing several notices about NFC test,
and it just informed that the NFC testing has been suspended. Details
are as below:
Under Engineering Change Notice #193
Sony has discontinued its support of NFC: Remove all references
to Sony in the NFC testing. NFC will be supported by NXP only. This
applies to both the test plan and the tech ops manual. For the next
90 days, until 29th July, Sony’s equipment may continued to be used
in certification. After 29th July, only NXP’s equipment may be used
for NFC certification.
Under Engineering Change Notice #194
- Currently there is only one company in the WPS test bed that
is supporting NFC certification. This is contrary to the original
requirement of at least 2 companies supporting NFC certification
in the test bed.
- Update to ECN 193. NFC certification by ATLs will be suspended
immediately and will be suspended until further notice.
Notice on 7TH May, 2010
Wi-Fi Alliance has put out an email to the membership to ask for
any member who wishes to submit equipment to be used in the WPS
test bed for NFC testing. Resumption of NFC certification depends
on obtaining more equipment for the test bed.
Notice on 9th June, 2010
Test bed device support for the NFC (Near Field Communication)
test option for Wi-Fi Protected Setup has been discontinued. Additionally,
no member has responded within the past 30 days to a request for
new NFC candidate devices for the test bed.
Due to the lack of test bed equipment support and in accordance
with the MRD requirements for NFC testing, Wi-Fi Alliance staff
has suspended NFC option testing and will be removing the test feature
from the WSC1.0 test plan and certification system testing menu.
Reinstatement of NFC as an optional certification feature will require
a new initiative within the task group and associated blind poll/plugfest
work.

COFETEL
NOM-121 will be in force on August 21
Mexico COFETEL published on June 22, 2010 the new regulation NOM-121.
It will be in forced on August 21st. NOM-121 applies to products
that operate in the following frequency bands:
- 2,400 - 2,483.5 MHz
- 5,725 - 5,850 MHz
- 902 - 928 MHz
Under this new regulation, devices need to be tested for NOM-121
by local accredited test lab (COFETEL and EMA Mexican Accreditaion
Entity under ISO 17025). Before this new regulation, certification
is issued directly by COFETEL. However, after August 21st, a certification
body, NYCE, will review the test report and issue the Certificate
of Conformity. Final homologation certificate will still be issued
by COFETEL.
For products with multi- features/functions, the certification
process will be more complicated. For example: To certify a cell
phone that has Bluetooth, WiFi, GSM and GPRS capabilities, GSM and/or
GPRS frequency bands need to be certified by COFETEL but testing
is not required. It is enough to submit a user manual and technical
specs to prepare the application (the same as the current precedure).
However, Bluetooth & WiFi works in 2.4GHz frequency band, so it
applies to NOM-121 and one sample is needed for testing. Moreover,
Safety NOM certification is required as well because it has a battery
charger. In other words, appliants shall submit a NOM-121 test report
for bluetooth and WiFi as well as GPS and GPRS application documents
to obtain the COFETEL certificate. COFETEL will then issue one certificate
including NOM-121 and GSM and GPRS characteristics.
Another example: A multifunction printer with fax capability, WiFi,
and Bluetooth. This printer applies to 2 COFETEL Telecom Regulations
and safety NOM certificate. They are: (1) NOM-121 for bluetooth
and WiFi; (2) NOM-151 for fax capability because it connects to
PSTN; and (3) Safety NOM certification because it connects to electricity.
The role of NYCE as a certification body for COFETEL: In
the next six months after a NYCE PEC certificate was issued, NYCE
selects 50% of the certificates issued on the same year and asks
the local rep for a verification visit. If the local rep does not
attend the verification visit (Follow up visit), the NYCE PEC certificate
gets cancelled, and NYCE notifies COFETEL about this. Then, COFETEL
cancels the COFETEL certificate as well.
Your product’s NYCE PEC certificate can be chosen for follow up
visit on the first 25%, which shall be made in six months after
the certificate was issued, or on the second 25%, which shall be
carried out in one year after the certificate was issued, and so
on, until the last 25% in two years after the certificate was issued.
So all the products must attend one follow up visit in maximum two
years after their certificate was issued. If the local rep attends
the follow up visit, then the COFETEL certificate remains valid.
If your product was chosen for verification on the first year, it
cannot be chosen again for a following period of one year. One year
after the verification process was done, it can be chosen again
randomly.
NOTE: If you have any COFETEL Provisional certificates (1 year
validity) that will expire after August 21st, please be informed
that that Bureau Veritas ADT can apply for the permanent certificate
now. That can avoid testing process to renew the certificate. All
applications for permanent certification submitted before August
20th will be accepted by COFETEL and appliants will receive the
permanent certificate which will be valid forever. Moreover, all
permanent certificates already issued will continue to be valid
forever.

Japan
MIC announcement: the electronic display of certification number(s)
is accepted
With the announcement No. 58 and 59 from Japan MIC (Ministry of
Internal Affairs and Communications) on April 28, 2010, the electronic
display of a certification number(s) and mark (hereafter called
"ID indication") is accepted.
Until now, the ID indication had to be affixed on an easily recognized
section of the Specified Radio Equipment. However, in accordance
with the ordinance change, it is now possible to display the ID
indication on the screen.

SRD
Type Approval Certificate Expiration Date in Kingdom of Bahrain
becomes One Year
Kingdom of Bahrain Ministry of Transportation Directorate of Wireless
Licensing Frequency & Monitoring (DWLFM) has just announced the
Circular no. DLM/GEN/18/952: Issue Type Approval certificate for
Short Range Device (SRD).
Circular no. DLM/GEN/18/952 details:
From 2nd June 2010, Type Approval for SRD shall normally be granted
for a term of One Year. A renewal fee is payable to keep a registration
in effect. Application for renewal shall be made at least one month
before the expiry date.
The DWLFM reserves the right to cancel the Type Approval at any
time there it has reason to believe that the relevant regulations
and technical requirements have not been observed.
With regard to products that had already been approved, those who
have obtained type approval for the certain devices that were previously
not carry an expiration date, should contact the Directorate (via
Bureau Veritas ADT) within a period not exceeding 3 months from
the date of this circular.

Indonesia
New Labeling Regulation
A new regulation mandating the inclusion of labels on various kinds
of goods to provide consumers with accurate information, will come
into force on September 1, 2010 for new products and 18 month transitional
period for goods that have been circulating on the market before
this Ministerial Regulation applies. All manufacturers or importers
of regulated goods to be traded in the Indonesian market must include
this labeling in the Indonesian language. The Ministry of Trade
of the Republic of Indonesia issued the labeling regulation as no.
62/M-DAG/PER/12/2009 on December 21, 2009 and its revision 21/M-DAG/PER/5/2010
on May 21, 2010.
Products Covered
Specific goods covered are classified into four categories as stated
in Annex I to IV of the regulation
- Annex I - Household Electronics, Telecommunication & IT devices
(46 items, please refer to the link below)
- Annex II - Building construction material (8 items)
- Annex III - Motor vehicle materials (spare parts and others)
(24 items)
- Annex IV - Other commodities (e.g., footwear, leather products,
toys, apparel, etc.) (25 items)
Labeling Requirements
- Language: Must use Indonesian in a manner that can easily be
understood (Arabic digits; Latin letters are allowed if there
are no proper equivalent Indonesian terms)
- Content: (Must be included for all covered products)
- Name and/or brand name
- Name and address of manufacturer (for local manufacturing)
- Name and address of importer (for imported goods)
- Country of origin
- Additional information may be necessary depending on the
product type as listed in the Appendix.
- Placement: Different products have different label placement
instructions (where to locate - on the product, or on the packaging,
or on both) that are indicated in the Appendix for each product
type.
Certificate Requirement
- Importer must label the imported product with Indonesian label
before entering Custom area.
- Label information shall be submitted for approval to the Director
of Supervision of Available Goods and Services and a Certificate
will be issued within five working days after receipt of the sample.
- Manufacturers or importers of regulated goods can proceed with
business upon receipt of the Certificate.

Russian
official announcement: Hygienic certification for E&E officially
cancelled
Hygienic Certification is normally applicable for food-related
products, but some electronic devices, such as notebook or a computer
screen, were also applicable for Russian Hygienic certification.
But the new regulation announced on July 1, 2010, mentioned that
general Electrical and Electronic products do not need to apply
for Hygienic certificate and this will be replaced with registration
process only. The new regulation mentioned that only electrical/electronic
devices in contact with food products will be applicable for Hygienic
Certification. The Hygienic Certificate issued before July 1, 2010
can only be valid until January 1, 2012.
Previously, some Electronic/Electrical products could apply for
Voluntary Hygienic certification, but afterwards this new regulation
announced voluntary application is not possible if the product is
not in the list.
